Question about applying lacquer finish to a Cocobolo guitar

Someone I know is having difficulty applying nitro lacquer to a Cocobolo guitar top. The wood appears to be giving off oil into the lacquer coats- showing up as streaks in the layers of finish. Has anyone had any experience with this that might be able to offer advice?
At this point, he's considering sanding off the nitro and possibly sealing it with a coat of vinyl before attempting to refinish it.

There are quite a number of ways/ideas out there. Just Google 'how to finish cocobolo' and you'll see. It does have to be sealed.

If you use the vinyl sealer that will not happen. Make sure you apply the 1st coat of lacquer with in 45 mins of vinyl coat.
