I've listened to a bunch of live versions and I don't believe there's an Em in there. Also, the whole thing is a full step back to Bb as the beginning verse chord.

The notes are just my improv, not from any particular version, though it does mirror jg's intro to some degree.

Like so many other intro's, this seems to be a snippet from the chorus.
